I'm in the UK and am getting this error message. Does anyone have any idea why I might be getting it? I've tried signing up through itunes as well, but get the same error.

I have the same thing - on iPhone 6+ and on MacBook Pro and iPad
It seems that this may be a problem for those that subscribed to iTunes match, but didn't renew it. There's another thread somewhere that suggests that this is the problem.
Just waiting for Apple to fix it I guess.
