My wife's iPhone used to have a data plan. Now it doesn't. My iPhone still thinks that I can iMessage her number. I don't get a fail, so no option to resend as SMS. How do I send her an SMS?

That only works for one instance. Not really a solution, more a work-around....
You are incorrect. If you turn off iMessages, you will not send any iMessages. Period.
She needs to remove her number from the iMessage server. Make sure iMessage is turned off on her phone, and she may need to use this link as well. If you can’t get text messages from an iPhone - Apple Support She may need to use the link in the document about Deregistering iMessage. You may also need to remove her contact and add it back to your phone afterwards, and delete any existing conversation you have with her.
Turning off iMessages on her phone won't make any difference. The setting affects sending.
My wife has it turned off and I have it turned on. When she sends a message to me, it goes out SMS. When I send one to her it goes out iMessage.

It will as long as her phone is listed in the iMessage server. If she removes it completely, then your messages to her should go out as SMS.
As noted, remove her number from iMessage server.

Also, you need to delete the Message thread to her and start a new one.
Neither one of us deleted anything from the iMessage server. My point was that she stopped sending ALL iMessage messages by the simple act of turning it off in Settings.
Yes, but your phone is still trying to send messages to her as iMessage, and with it turned off, they don't get to her.
That is incorrect. My phone sends iMessages to her phone AND her phone receives them.
She receives an iMessage with iMessage turned off? That is not the way it is supposed to work.
