iPhone shows 982 MB free, iTunes shows 2.19 GB free

Using an iPhone 5 (Verizon) on 8.4

There is a very serious disconnect in the amount of space that is free on my iPhone.

On the iPhone, in the Settings -> General -> About I see 982 MB free available space

On iTunes, when the phone is connected, I see 2.19 GB free, however when I try to copy files, over I get an error message saying "Insufficient space"

In Windows Explorer, when I click on iPhone, the drive says 1.52 GB free.

If I am using iFunBox, the iPhone shows as 1.21 GB free.

I am pretty sure that restoring the phone would probably fix all of these issues, but is there another fix for this?

I have tested this over 2 Windows machines and get the same results.
