If Find my iPhone is not activated, it is just another inanimate object. As such you will need to physically search for it, just as you would with a wallet, socks, keys.

This is a user to user forum. Apple is not here. If you did not have find my phone on, then you cannot search for it on iCloud.com. You will have to physically search for it. Report it to your carrier so they can block it from use if someone else finds it. Did you have it locked with a passcode?

To tell you the truth I don't know how even having, "Find My Phone" turned on could possibly help. Once the battery goes low and the power is gone having the app would do you no good in finding it.
