Enable Ask to Buy for Everyone

I want to enable ask to buy for EVERYONE, not just children under 18. This is flawed. There are 4 people in my family. I want to share with them all but I don't want my 18 and 20 year old to have free rein on there purchases either, which are tied to my credit card.
