ICloud Photo Sharing won't load pictures

I have Photo Sharing turned on, and have been using it for about 2 years to share photos with about 10 of my friends. Lately I have been getting an issue where the photos seemingly don't load. there is a white "loading" circle in the bottom left corner. If i go into the app itself, i can swipe through them and it will load them. However it seems to reset after a bit. I have heard of some people in these albums reporting the same issue once or twice. My main issue is i am unable to send these photos over messenger due to them not being "loaded" I have about 1k photos shared and this is really frustrating. I initially thought it was due to storage space so i deleted a bunch of music but I am still having the issue. I have no idea what the issue is but it's super annoying!
