iPhone 5S on iOS 8.4
"iCloud Music Library" Enabled
PROBLEM
Ever since I upgraded to iOS 8.4 and started using Apple Music app, it always shows "Loading Library" and "Loading Playlists" in "My Music" section, no matter how long I wait.
I'm clueless. It'd be greatly appreciated if anyone knows anything about the issue.

Hmm.. After the latest iOS upgrade some - basically most - of my Genres playlists get stuck on loading without playing any music. Some others will play with only few songs, while they normally show all songs.
Rebooting hasn't help. Deleting the music and reimporting it didn't help.
Now I am looking for a new App to play music, I just don't want to deal with all this mess. Itunes isn't anything great in terms of phone music player.
Downloaded Spotify but it is only for streaming... Any suggestions anybody?
If you are talking about ios 11 , yea they messed up the genres if you don't buy songs from itunes. I also can't shuffle or play songs by genre. I think you need to add Album name to your songs and then they will work by genre. But still Apple could really fix this, because I don't buy music from Itunes and I like to use my own genre system.
Same issue on iPhone 6
Turning the phone off and rebooting fixed this problem for me.
I am having the same issue on my iPhone 6 and iPad Air. Everything worked fine yesterday. The "Loading Library" and "Loading Playlists" issue only started for me this afternoon.

I did a reboot and and yes it no longer stuck at Loading, albeit new problems appeared (now after a little while of loading it says can't load and asks me to turn off the iCloud Music Library and turn it on later, but I guess that's a different question).

I ran into the same issue. Unfortunately rebooting didn't fix the problem for me. I found a great workaround: Spotify. It's works flawlessly.
