Headset does not show in AirPlay during Phone call

Has anyone else experienced the AirPlay issue of a bluetooth headset NOT an option for phone calls?

Era by Jawbone bluetooth headsets* works for ALL other audio (music, sounds, notifications..) but not phone calls.

Era by Jawbone headsets* works with other Phones (Android, iPhone 6) just not my iPhone 4 iOS 7.1.2.

Headset is option in AirPlay in things such as the "Voice Memos" app. however it does not record audio through headset (I don't know if it should, just wondered if it was a Mic setting.

*Jawbone support sent me a replacement ERA and it acts the same. Jawbone support has walked me through numerous attempts to fix prior to sending the 2nd headset. Jawbone support is convinced it is iPhone issue.
