How to set up a spending limit but not using allowance?

Because of Apple Music I have set up family sharing to use the family plan. But from the looks of things I can't just share apple music, is there a way I set up a spending limit for my apple account? I don't want to have to authorize every little .99 cent purchase but don't want a surprise bill either. I figured there must be a way to set up a monthly max amount , but all I can find is this allowance thing, but the way I understand that is it automatically sends or adds money to an account every month, not what I am looking for, don't want to add money if nothing is being bought ...

Anyone know of a way to accomplish this, thanks in advance.
