restore disabled phone

iI've followed the steps to restore my disabled phone but it is not working. I tunes asks if I want to restore and erase everything and I said "agree", but it's not going into restore mode and still says "disabled". iTunes says "to allow access, please respond to your iPhone". But my iPhone still says "disabled"
