My Ipad Air will not download my mail and just quits

My IPAD Air is not downloading any mail and it just stops and goes blank. i also am been reminded that i am short of Storage so paid for the 99 cent monthly deal but the storage did not change. I have deleted all apps and photos and it did not make a difference.

Help me please!
