First time I've had an issue like this before. I'm trying to simply make a freezeframe I captured using atomos shogun in 4k. So, I drag the in out segment of my clip into timeline, position playhead where i want freezeframe, go to menu>edit "add freezeframe". Fcp adds regular moving parts of the clip into timeline but it is just part of my clip, and not a still of the shot?? What gives?

Not sure what you're trying to do but FCP creates freeze frames in the project not in the browser. It sounds like you expect a browser selection to be made into a freeze.
Sorry if I was unclear, I am making the playhead selection in the TIMELINE on the clip i want.... not the BROWSER, then I "connect freezeframe"
While I'm awaiting suggestions, meanwhile I figured out a workaround: Exporting "image" from share menu, then reimporting that still into project. This works without issue.
You're not in the timeline. If you were in the timeline, you would not see connect freeze frame but add freeze frame, which splits the shot at the playhead.
It appears that you may be editing inside the clip's own timeline. That is not what you want. You should create a project, add the clip to the project and use "add freeze frame".
