iPad Air 2 will not connect to any bluetooth devices

Hello, I am currently using an iPad Air 2 on the newly released iOS 8.4. The iPad will not connect to any bluetooth device and keeps giving me the "Pairing Unsuccessful, pairing took too long" error message. I have tried 4 different bluetooth devices to no avail. I have shut down and done a reboot to the iPad. I have reset all network settings as well as all regular settings. Nothing seems to make a difference. Any help would be greatly appreciated.
