reseller have lost receipt but he still have receipt number against which he transected with apple for my ipad . is there any way i can validate that receipt number ?

Instead of doing this (which sounds like something that is impossible), try this instead:
Ask the seller to provide you the serial number of the iPad.
Then visit this site:
https://www.icloud.com/activationlock
There you can make sure the original owner has turned off Find My iPad and you will be able to use the device.
yup . it got icloud lock after i upgraded it to ios 8.3
i had physical unit with me for 4 years and my apple id was register in find my iphone . but once upgraded it to ios 8.3 ...its showing me different icloud id .
how its possible that my icloud id got replaced with an other or lets say previous owner ID ?
how to validation of receipt number for 2nd hand or used ipad ?
