I can't upload my Music to Apple Music

My itunes is not able to sync and upload music, which is not yet on apple's servers.

When i activated the iCloud Music Library, it seems like he's uploading something (the cloud appears in the upper right corner), but after seconds, it disappears and that's it.

I can see these songs on my other devices, but I'm not able to play them.

Does anyone have an idea?
