Disable Print Queue Auto-pause

I have a Mac, locked in its own room, processing orders that come in through email, and printing order forms in a warehouse that is on the other side of the building.

Under 10.6, when the printer ran out of paper, print jobs would just pile up in the print queue, until more paper was put in the printer, and then everything would come spooling out. Simple.

Under 10.9, the system pauses the print queue when the printer runs out of paper. Print jobs just pile up in the queue. After paper is loaded in to the printer, someone has to go to the Mac that runs the order system, and un-pause the print queue.

Is there ANY way to disable the auto-pause on the print queues? Or some way to make it auto-start? Or auto-retry?
