managed to turn voice over off by sheer luck. and finally was able to figure out how to tap and double tap my passcode...now i can open menu.
still need to tap and double tap to get to each section.
don't know where to go to stop this tap function and go back to sliding.
can someone help me out PLEASE?

SSettings > General > Accessibility > review your settings, but generally, turn everything OFF.

i did a reset in hopes that would work.
nope.
i read from another person to tap quickly the home button 3times. this seemed to work.
when i got into setting>general>accessibility....voice over was OFF.
now it seems i am back to scrolling and hope all is okay now.
the problem was caused by me trying to delete a voice mail message.
how is that done?
i figured out how to delete a voice mail. first i must open to listen then choose 7 to delete.
all is well now.
