ios8.4 download requested, YESTERDAY

iOS8.4 downloaded to my 6 device in minutes. My new 5S for work has been in perpetual "download requested".la la land. 1 finger salute (power off),

hard reset 2 finger salute and still the same. It did clear it's status earlier today. My epic failure, attempting to download again.
