In short, can I buy an iPhone and use it with no monthly charge?

It's complicated. You can use a previously activated iPhone as an iPod Touch, but not one that has never been activated. So you would have to get a pay-as-you-go SIM to activate it. After the SIM runs out you can then use the phone without a wireless service plan.
