Unable to purchase Upgraded iCloud Storage

I am unable to purchase icloud storage upgrade.

I have tried via my iPad, iPhone and desktop.

I select the 20GB plan, click next, provide my PW when prompted and the check out simply loops, asking me again and again for my password. The purchase will not complete.

My CC is up to date and account is up to date.

Any help would be greatly appreciated.
