Yes. In lock screen the Time and Date is not on the status bar.

No, it isn't an optical illusion. After I finish my passcode i 'see' it move. It changes in size!
Well you can measure it with a magnify glass and see how many pixels tall.

Yes you're right, it's not an optical illusion. It's slightly bigger on the lock screen, presumably because there's more space to play with. That's how it is; there's nothing wrong with your phone.
