iPhone: If my carrier shuts off my service; will my pics still be available on iCloud.com?

iPhone 4S with iOS 8.4: If my carrier were to turn off my service; would my pics still be available on iCloud.com if my photos had already been sent to iCloud.com?

iPhone 4S, iOS 8.4

Yes. The carrier has no control over Apple’s servers.

What if my phone itself breaks...

Will I always be able to utilize what has been saved to iCloud.com without a cell phone at all?
