I notice that there is a dev support forum at https://discussions.apple.com/community/developer_forums and another at https://forums.developer.apple.com/.
What's the deal? Unless I'm missing something they seem totally separate.

They are totally separate. However, they have difference audiences. People in this forum usually don't know the other exists, and vice versa. The questions that get answered here would probably be ignored over there, and vice versa. They are like mirror versions of each other.
The second one has historically only been available to developers that joined the paid "Apple Developer Program". Looking at the current developer program page it's a little unclear if the forum are now available to all - the docs mention something about limited (read only ?) access.

Apple isn't very good about updating documentation. Both forums are now wide open for anyone with an Apple ID. Curiously, you can't discuss beta software in this forum but you can in the other one. Go figure.
