I update my software to IOS 8.4. after that i can not update or download any app from app store.
5 update are waiting. when i try to update, apps are waiting mode and not download.

I'm pretty sure that's normal that Apps are waiting.
Even when people update their actual iOS it sometimes just 'waits'.
I'd leave it in a wireless network overnight (ie at home or work) and check again.
The waiting is caused by others who may be holding up the queue also waiting 😉

Back in.
