U.S. iTunes vs Foreign iTunes?

I was recently looking to purchase an album by Ben Howard which is called The Old Pine - EP, but I found out it isn't available in the United States. The only country this album can be purchased in is Ireland apparently. Yet almost every other song/album by this artist can be bought in the U.S. store. Why is some content only limited to certain countries even though it's still iTunes? Why not all countries?

The content providers license Apple to sell their content on a country-by-country basis, presumably the US rights-holder for that album hasn't granted Apple a license to sell it. Is it available on other music purchase download sites that you have access to, or is it available on CD (which you could copy via your computer's iTunes) ?
