Is it face time working in india

I am using I phone 5 S in Qatar latest IOS version .

when I traveling to India face time is not working in India on Indian mobile carrier(sim), even face time sing also not visible on device.

Is it ban in India or any other problem,or there is any setting to use face time in India.

Please advice me how can I use face time in India on my device,even it also not working on i phone 6 plus also.

this both device i brought from Qatar, In Qatar that working smoothly.

iPhone 6 Plus, iOS 8.3
