iOS 8.4 update has crashed my iPad and only shows the apple logo on restart

iOS 8.4 update has crashed my iPad and only shows the apple logo and nothing else when restarting and can't connect to iTunes either.

iPad (3rd gen) Wi-Fi, iOS 8.4

HI George. I had the same problem. Do you have an App called Betternet installed? If so. Type in your pass code. Get to the App and delete. Will cure it.

But you have to be quick before your device resets. Getting away from your wI-fi will buy you some time

I don't have an app called better net, are there any other options or is the only option is to go to the apple store?
