USB Mouse Stops Working After System Updates

After the last couple of system updates, I have the problem that my USB mouse stops working. I have tried different USB mice and they also won't work. I tried restarting my machine and that did not fix the problem. Also, the System Prefs shows no mouse connected. However, by shutting down the computer (mid-2014 Macbook Pro 15), and then restarting, the mouse goes back to working just fine. So, what is likely happening to cause the problem, and what is getting fixed by shutting down and restarting? I'm asking because I wonder if there is anything I can do to permanently fix whatever is causing the USB mouse to stop being recognized. Thanks.
