There really is no way to turn it off. If y have a 5G iPod when you turn on Siri (in Restrictions) then Voice Control is deactivated.

If you are having a problem with headphones then try another set of headphones since problems with the headphones, especially ones with remote/mic can inadvertently activate Voice Control.

Also, try cleaning out/blowing out the headphone jack. Try inserting/removing the plug a dozen times or so.
