Q: Album sharing via Photos
I am aware I can make an album Public and anyone can view but if I don't want to make it Public and just invite individuals , must those I invite have the Photos app to view the album?

Even for a public website is the URL not public. You have to send the persons you invite the link to the page.
must those I invite have the Photos app to view the album?
The persons you invite to view the Shared Album need either Aperture, iPhoto, Photos, or the iCloud Control panel:

- iPhone, iPad, or iPod touch using iOS 7 or later

- Apple TV with Apple TV software 6.0 or later
- PC using Windows 7 or later and iCloud for Windows (or iCloud Control Panel 3.1 or later)
