Cant update playlist after iTunes 12.2 update I can't sync new playlist to iphone

It appears that we lost the ability to select which music playlist can sync with your iphone if you select to have iCloud Music Library is On. In that view I only see the option to sync voice memos. I use to be able to select which playlists can sync to the phone that option is no longer available.
