new phone won't activate

Just got a new phone as my old one got damaged, it's a iPhone 5s and I'm trying to set it up but it's saying that it cannot activate

Is there a SIM in it? What is the EXACT message you're getting? Did you buy it new from an authorized source, or second hand?
