HHow do i download to my device
What do you want to download to your device ? You can sync music, films, photos etc from/via your computer's iTunes : Sync your iPhone, iPad, and iPod with iTunes using USB - Apple Support
If you want to copy documents to your apps on your iPad then how you do so depends upon what the app supports e.g. file sharing via iTunes, copying via your wifi network, email, Dropbox.
Touch ID and Apple pay. They apparently are not loaded on my iPad Air 2 device.
If it is an iPad Air 2 then you should have a Settings > Touch ID And Passcode option
For Apple Pay, if it's available in your country (you are in the US ?), Settings > Passbook And Apple Pay : Set up and use Apple Pay on your iPhone or iPad - Apple Support
I Double checked and neither Touch ID or Apple pay are in settings on my iPad. i am in the U.S. And my wife's iPad Air has both in her settings. Any ideas? Thanks for the help
It is definitely an iPad Air 2 - neither will show on the first iPad Air
I Have to apologize, mine is an iPad Air only, my wife's is as well. Her new one has it, mine is a year old and does not.
Your wife has an iPad Air 2. You don't, you have the original iPad Air. You can confirm by entering your model number here: Model Identifier Utility.

In case you don't know this, the iPad Air 2 can indeed use Apple Pay in those areas where it is allowed (U.S. only at the moment) ... but only in online apps.
You cannot bring your iPad Air 2 to a retail store and expect to hold it near an Apple Pay reader and have success. Only iPhones and Apple Watches can do that.
Well, after checking online, I am slightly an idiot. Lol. My wife's is an iPad Air 2, mine is just an iPad. So I thank all of you for your assistance toda and setting me straight. So now I know I can't have Apple pay or Touch ID!!! . Thanks again for the help!!
