Disable Location Services

When I try to disable Location Services with the security system preference I click the checkbox but the box always remains checked.

It's like Apple won't allow me to go off grid.

I can uncheck the box 10 times in succession with no luck

I'm using a 2014 iMac running OS 10.10.3

About Location Services in OS X and Safari - Apple Support

A wired Ethernet connection allows you to turn off WiFi and disable one of the methods used for location.

Sounds like there could be a corrupted Preferences file. Deleting the System Preference or other .plist file

On my system, when I unlock Privacy, Location Services preferences, uncheck the application, and then uncheck Enable Location Services, I get a warning that Find My Mac (and something else - sorry I didn't read the whole warning box carefully) will be disabled. Clicking to OK it, the checkbox then remains unchecked. Relocked the lock to prevent further changes. Rebooted, and the box still remains unchecked as shown below.
