Missing photos, no select all, seriously?

Trying to use icloud. Was enabled and now is full. Not paying to increase so I want to copy the files off to a PC to save them. However the web interface does not allow you to select all or save all with out going one by one. Basic functionality missing or am I not doing it right? Can you select all and download all vs going 1 by 1?

Also when I connect via the iCloud Photos using windows explorer it only shows 36 items of the 400 plus online. It also does not show any videos. So how do you get the windows explorer brows via iCloud Photos to show everything instead of a small subset?

I've searched forums and find everyone posting similar issues but can't find any good answers.
