backup is in older version of iOS than new device, can't restore

My backup is in iOS 8.3 (device is dead) new device has iOS 8.4 so I am unable to select a backup to restore the new device, says iOS 8.3 required. What can I do?

iPhone 4S, iOS 8.4

When you're trying to choose a backup, the message would say your backup can't be restored is the software is too old, not that the version on the phone is too new. If you have 8.4 on the phone, it should be able to restore from a backup made with 8.3. I would choose Set Up as New instead of Restore from Backup, and skip the steps for Apple ID, Touch ID, and passcode just to get to the home screen. From there, go to Settings, General, Software Update, and update the phone to 8.4. Once it's updated, go to Settings > General > Reset > Erase All Content and Settings, and restore from the backup.
