iPhone is telling me not enough room to down load a new app, I deleted all old apps, but still telling me no room. please help!!

I have an Apple iPhone 4s and I cannot add new apps to my phone. The phone is telling me I do not have enough room to download. I have deleted all old apps,,but my phone is still telling me I don't have enough room. Please help me!!!

iPhone 4S, iOS 7.1.2
