Playlists will not transfer to iPhone

I have iTunes set up for manual sync to my iPhone 6 Plus. I have a number of playlists checked for sync. The music in these playlists transfers with no problem but the playlists themselves do not appear on my iPhone 6. The only playlist that shows up on my iPhone 6 is "Purchased" and it only has one song it. How the heck do I get the playlists onto my iPhone? I have also tried dragging the playlists on iTunes over to my iPhone device and that does not work either. Very frustrating! It should not be this hard to get a simple playlist onto my phone! This is basic functionality!
