so whenever my iphone is on (i got it today) my internet goes up to around 800ms and throttles my download speed, for no apparent reason, nothing is downloading or updating and all of my app store downloads when i DO do them are incredibly slow.

After reviewing your post, it sounds like the internet speed drops when the iPhone is on. The internet still works but it is slower. I would recommend that you read this article, it addresses a decrease in data throughput over Wi-Fi.
