10.10.4 - pf anchors broken?

Hi all,

I've found pf firewall anchors in 10.10.4 server to be broken after the update.

I have one custom anchor that gets loaded, and whilst the anchor loads none of the rules get honoured, despite the ones in the main pf.conf which work fine!
