My friend has no wifi access or data usage. Can we still FaceTime if I initiate?

So my friend is in the middle of no where and has no wifi connection. He has no data usage as part of his contract. Can we still FaceTime if I make the call on my wifi connection?

FaceTime-OTHER, iOS 8.4

I have looked on the Apple site and support pages and there's plenty of info on what you need to make a call but nothing about what's needed to receive.

How would he be able to receive and send a signal in order to talk to you?

You cannot use FaceTime without internet access.
