is there a way to hook up an iPad mini to an external cd drive?

NO there isn't. There are WiFi drives that you can use to store music, photos and music onto that ceeate their own WiFi networks that the iPad can connect to and watch steeaming content.
If you're asking this because you want to transfer files to or from the iPad, you should be doing this by using iTunes on your computer.
