Block cookies greyed out

In the block cookies section the bottom two options are greyed out - allow from websites I visit and always allow. I have jutted the restrictions section and there are no restrictions (I gave even turned on and turned off again). I have reset setting too but nothing has worked - help! I have updated to iSO 8.4.
