reduce video to smallest size for email

I need to drastically reduce the file size of a video

The full size export from iMovie is about 680MB. Smallest I've been able to get it to is about 25 MB, which is still too large for the intended purpose.

What settings should I use for export to get the video to the smallest possible size?
