Anyone else unable to restore from icloud or itunes with multiple backups?

I have a replacement (new) Ipad Air 2 that will not restore from icloud or iTunes without getting locked into a continuous loop. Already replaced hardware once without any change in symptom. Performed brand new back on both iTunes and icloud from 1st gen Ipad and still same result. Phone support had no resolution nor did

iPad Air 2 WiFi, Cellular, iOS 8.4

Can you activate the iPad as new without using a backup? If you can, go ahead and set it up and then try restoring a backup, or is what you are trying to do it already?

yyes, that is what I was doing. Recovery mode, restore iPad as new, then tried both hardware restore from iTunes and restore from iCloud (Both with multiple backups). Same result, locked in loop.
