Payment failed and I cannot enter new debit card
I cannot access certain apps or even update because I have a failed payment. It will not let me enter a new debit card.

What happens when you try to enter the new card's details ?
Not all debit cards still seem to be accepted, and amy not be accepted at all in some countries. For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.
