on my iphone 6 w/ ios8.4 I needed space and removed all photos. I have icloud photo library turned on. I dont want those photos removed from the master library. Do I have to restore those to my phone and thereby take up space there? Note: also have ipad air and those same photos, for now, are in the photos app due to icloud library being turned on

unfortunately, it is not possible to use iCloud photo library and delete photos from your device but not in the cloud. What you can do instead to save space on your device is used optimisation settings which you can find in the photos and camera settings.
