still did not receive email to reset passw to iCloud.

Are you looking for your reset information in your RESCUE email inbox? Not your primary iCloud email inbox, not your secondary email inbox, but the special, totally unrelated email inbox that you set up as your RESCUE email inbox.
If that is not where you are looking, and you don't remember what email you set up for your RESCUE email address, then you will have to contact Apple to have the Security Questions reset:
