Iphone 6 is 3 miles from a tower. The same tower is a total of 8 miles from state borders resulting in service power reduced to prevent crossing the border. Therefore the phone gets only one bar on occassion and usually no bars. The same phone is using data when there is no service. How can this happen?

Data is part of the Cell Service. It can't be using data if it has no service. If it has a small amount of service it may have enough to use data.
How do you know its using data?
The phone company is sending overage alerts and recording 10 t0 12 gigs. It is rediculuous. We keep telling the phone company there is no service.
Also what the phone records is much less.
