iCloud Photo Library uploading a huge permanently-deleted video

Hello - here's a pickle: I've been using my iPhone to record some lengthy videos for transfer to my mac via Image Capture. Understanding that they'd otherwise be uploaded to iCloud, I deleted all videos then found them in "Recently Deleted" and deleted them permanently, after transferring the ones I wanted to keep.


Shortly afterwards, I noticed that Photos on the device was reporting "Uploading 1 Video" - an alarming proposition, given that the video sizes were considerable. I double-checked, and nothing remains either in the "Photos" area or the "Recently Deleted" area. I tried rebooting the device, and toggling Airplane Mode.


How am I going to stop Photos uploading a gig of no-longer-existing video?
